Land Registers of Northern Ireland

The Land Registry in Northern Ireland is a Devolved Government department, responsible for maintaining various registers of ownership, and providing transactional services and information to the legal profession and members of the public.

Through our long-standing Strategic Development Partnership with BT, we have designed, developed and supported customer facing applications for the Registry since 2000.  We also provide stakeholder engagement events and user training for the Registry.

Requirement

Land Registry records need to be available online, for inspection by the legal profession, financial institutions, government departments and members of the public.

Records include deeds, mapped data and all kinds of scanned documents.  With over 50,000 users, the critical information provided is used as the basis for legal applications and financial transactions.

Outcomes

For over 20 years we have been developing and supporting this system, working closely with the Registry and with the BT Systems and Infrastructure Teams.  We have undertaken several major technical upgrades, as well as significant redevelopment of the system to adapt it to meet the Registry’s requirements for evolving legislation and departmental responsibilities.

We are involved in stakeholder engagement and discoveries to ensure we understand the business processes of the wide user base, and our expert Business Analysts are experienced in identifying and applying legislative requirements.

The Portal application provides interactive, geospatial mapping capability, combining map data from a variety of sources.  Secure payment handling , document delivery and notifications are also included.

Requirement

Land Registry found that high numbers of applications for registration were rejected, due to inaccurate or incomplete information.  They wanted to ensure complete and consistent information, with more structured data for re-use throughout internal registration processes.

They wanted to cater for the majority of application types, some of which required application of complex logic and legislation.  The system then needed to generate legal deeds based on the information provided, and transfer key data to internal Registry applications.

With thousands of applications per day, an online registration system would quickly become critical to the Registry and their customers, and it was essential that the solution be legally correct and intuitive for users of varying technical ability.

Outcomes

From its first inception in 2007, STCS have been fully responsible for scoping, designing and developing the E-Registration system.  We worked with Registry staff, solicitors and other stakeholders to identify requirements and evolve prototypes. Complex registration logic and validation is built into a simple, intuitive interface that guides users through the full process from creation to submission to the Registry.  Applications can also be tracked as they progress through the internal Registration process, and correspondence issued by the Registry can be viewed online.

Online payment functionality can be used to pay for individual transactions, and to manage corporate payment accounts that allow a finance department to top up their credit, for use by other users in their organisation.

We have undertaken several major technical upgrades, as well as significant redevelopment of the system to adapt it to meet the Registry’s requirements for evolving legislation and departmental responsibilities.

In addition to providing ongoing support for Registry staff and end-users, we continue to be involved in stakeholder engagement and discoveries to ensure we remain up-to-date with the requirements of the legal profession, providing skilled Business Analysis to identify and apply relevant legislative changes.
